Google’s readability on color contrast

Google 'may' have a set if there is CSS with

background-color:#eee;
color:#eee;

so it would be considered as illegal content.

But if

background-color:#eee;
color:#999;

making text content is very hard to read or access, what will Google do?

Google is not human.
