Google 'may' have a set if there is CSS with

background-color:#eee;
color:#eee;

so it would be considered as illegal content.

But if

background-color:#eee;
color:#999;

making text content is very hard to read or access, what will Google do?

Google is not human.
Your writing is for human, isn’t it?

You may check color contrast using Firefox extension (in bahasa Indonesia; Dani Iswara .com).
